meeting, it comes up again. it's going to promise to be an even livelier meeting if you want to call it that than the one last night and it is going to be the big question is whether they go with this or not. but that's the next one next tuesday. new at 6:00 the bay area's housing market is suddenly red- hot. prices haven't risen this fast since the 1980s. it might be too good to be true. john ramos reports. >> reporter: the headline says, dataquick says the bay area median house price jumped 32% since a year ago. that's the largest one year increase since the research service began keeping records 25 years ago. >> it is hot, very hot. everything is six to 20 offers on it depending on the price point. >> reporter: ryan taylor is a realtor in the concord-walnut creek area. he says the escalating prices are not necessarily good news if you are looking to buy. >> over and over again i have

been beat out with my buyers writing offers 20 to $50,000 over asking and still not being the best offer. >> reporter: taylor is helping kelly kennedy sell her concord home. he estimates its value has risen almost 2$00,000 since the low point in 2009. kennedy is happy about that but -- >> i'm very nervous about selling and then having nothing to buy. if the market takes off, i might get caught in a bad situation. but it's a risk i'm willing to take. >> reporter: we have an interesting perception about real estate. when we hear that home prices are up by 32% in a year, we consider that good news. but if the price of a loaf of bread went up by 32%, we would think that was terrible! so is this increase a good thing? >> a good solid number would probably be more like 10%. that would be a good for market, sellers and buyers and the economy overall. >> reporter: we're not there right now? >> we're really hot. >> reporter: too hot? >> i think so. too hot to sustain.

jose who worked as a barber was found shot to death outside a house on tripoli avenue last sunday, january 6. his death marked the city's first homicide of the year. >> we need a big break this is case. our homicide detectives have been working around the clock. it's frustrating for them when they have limited information. >> reporter: so today, segura's loved ones including his wife of 7 years made an emotional appeal to the public asking for help. >> i have a daughter 5-year- old, and she's asking for him. and i don't have answers. >> reporter: police say they have no suspect description and are only working with evidence left behind at the scene, which they won't discuss. they are confident somebody out there knows why segura was killed and hope if that person sees this will do the right thing and give some closure to the family left shattered by this act of violence. >> somebody coming forward from the community is that piece of the puzzle that we need to get going. >> from my heart, from my

sister's heart, from my little niece, that we want to have an answer. >> reporter: last year, there were 46 homicides in the city of san jose, the most they have seen in 20 years. crimestoppers is offering a reward for information up to $1,000. in san jose, elissa harrington, cbs 5. bay area headlines. two men are in custody two others on the run after attempting to rob a jewelry store in menlo park. it happened about noon at plaza jewelers on middlefield road. the armed suspects took off in a white sedan when police approached. during the chase the suspects clipped another vehicle and crashed into a power pole. people in that other car weren't hurt. san jose police just released this sketch of a man who tried to kidnap a 2-year- old girl. the girl's mother says she was holding on to her child in front of her house last night and then a stranger grabbed the girl's legs and tried to pull her away. the mom held on to the girl and

then called police. she told them he smelled like motor oil. tonight we know the name of the motorcyclist accused of leading officers on a high- speed case across the bay bridge yesterday. chp says 30-year-old steven stanford, jr., drove west through the toll plaza without paying, then sped off when officers tried to pull him over. that chase ended when he crashed into a waste oil truck in san francisco and was arrested. an east bay building might have to be demolished because of a mistake. the oakland school district building on second street has been closed for over a week now because of damage from flooding. cbs 5 reporter da lin on the costly thing one worker forgot to do. >> the sink in the custodial closet was left on for 10 hours. >> it's a one in a million mistake. >> reporter: the mistake shut down oakland unified school district's main building for the remainder of the school- year. this century-old building might be demolished and a custodian was fired.

>> if that were my house, my husbands would be very upset with me if i forgot to turn off the water and flooded the whole thing. >> reporter: the substitute custodian forgot to turn off the water. 1500 gallons damaged all four floors. >> there are some weak points in the floors and ceilings. the insulation had to be ripped out. a lot of places there's asbestos. >> reporter: instead of having all the department's located at one place, they are spread out now. for example, the superintendent's office has been relocated across the street from the administration building to this elementary school. these portables at a school parking lot are the temporary home of the district's legal office and other offices. it's right across the street from the ground lake theater and human resources department is being housed at this building in west oakland. all of these changes are causing all kinds of confusion for people who need to reach the district. >> not being from the area, i'm not quite sure where i need to go to now in order to handle what i'm dealing with and so

advanced jetliners -- the 787 dreamliner. the decision follows a number of smoky battery fires that have prompted some emergency landings. this afternoon the faa grounded the 787 dreamliner. it follows a number of spokey battery fires that prompted -- smoky battery fires that prompted emergency landings. this is especially bad news for mineta san jose international because it was banking on the new plane and route. >> reporter: san jose airport officials say this flight would bring in about $70 million a year in business and investment to the region. right now those earnings are off to a very slow start. reporter: the grounding of all nippon airways 787s could not have come at a worse time for mineta san jose international.

the three-year effort to bring nonstop flights from silicon valley to asia was literally just taking off when serious safety issues forced flights on the so-called dreamliner to be canceled. san jose has so far lost two flights and a third on friday is in jeopardy. >> we flew into san francisco. we had a choice between los angeles and san francisco. >> reporter: the silicon valley ceo was with a business delegation scheduled on one of those canceled san jose flights. his group was rerouted and came home on a different plane but he praised anas decision. >> this is a company that put passengers ahead of profits and made a wise decision to make sure that boeing works out these kinks before they put another plane up in the air. >> reporter: the nonstop tokyo flight kicked off with fanfare last friday before the planes were grounded but after some 787s began having issues such as fuel leaks and battery fires. passengers at the time did not

seem worried. any concerns about that plane? >> no. i'm fine. i'm fine with it. ana is pretty good. >> in an ideal world you don't want your clients thinking about the aircraft. >> reporter: this public relations specialist said it's not the story line the airlines and the airport would have wanted but as long as safety is maintained, it probably won't hurt long term. >> this is certainly not a disaster. this is boeing's responsibility to get to the bottom of what is the problem with that 787. in the meantime, san jose has reached millions and millions of people as a result of this incident about their direct route. >> reporter: this afternoon the faa joined the japanese ministry of transportation in grounding all flights between the united states and japan. allen, that represents well over 25 aircraft and that represents about half of the 787s now flying that boeing has made so boeing has a lot of explaining to do and a lot of

work trying to nail down these problems. >> better to do that and be safe. all right, len. >> reporter: absolutely. >> thank you. jim harbaugh and colin kaepernick are joining the long list of 49ers who have graced the cover of "sports illustrated." now, most say that is a huge honor, but others tell cbs 5 reporter mike sugerman it's also a curse. >> reporter: the top sports star of the week usually graces the cover of "sports illustrated" and this week who else, it's colin kaepernick. >> i mean, it was something i didn't expect. kind of surprised me. but i mean, it's a great honor. >> reporter: an honor and a curse? >> i think colin kaepernick should be concerned that he is on the cover of "sports illustrated" magazine. >> reporter: it's the curse of the cover. throughout its almost 60 year history covers have had trouble following their moment of fame. matthews of the milwaukee braves was on the first cover and immediately the team broke a nine-game winning streak and

he broke his hand. more recently tim tebow then of the broncos went on a three- game losing streak. jay cutler cover then the injury. last year about this time the 9ers made it and then lost the championship game against the giants. someone did a study and found that almost 30% of the time, the cover brings bad luck. that can't be real. >> athletes who are on the cover tend to get this over- amped expectation and tend to not do so well afterwards. >> reporter: this sports author says it's not hocus pocus but making the cover means you made it and that kind of stuff can go to your head and can make you nervous so you screw up. so as a public service, we have asked her to give colin a taped session for relaxation as she would do for her other clients. >> it's like a feeling of freedom as you come into the end zone and you have this big smile on your face.

redwood city 60. oakland 62. we fell short of 60 in napa and concord. inland valley only 55. air quality an issue with this big dome of high pressure over top of us. unhealthy air quality for the coast north bay and east bay tomorrow. and likely for the next several days. the weather pattern not changing. the air quality is not going to be improving anytime soon. radar is clear. cbs 5 hi-def doppler shows nothing on it and it's all about this huge ridge of high pressure. we can almost gauge how big this dome of high pressure is because we had clouds on the periphery of it. how about 1,000 miles offshore? about 800 miles to our north and the closest cloud cover to our east is over by salt lake city. so it's a big ridge of high pressure. not moving much. the same sunshine today is the same next several days as it inches a little closer the atmosphere warning. those 50s will be 60s and we'll level off at the 60s for five or six straight days. air quality not great but if you like sunshine the weather will be great. low 60s for most of the next

six days. oakland 59 tomorrow. san francisco 57. low 60s for mountain view, redwood city and fremont. and upper 50s for concord and also livermore. look at all the 60s and all those sunshine icons right on through the weekend saturday, sunday martin luther king, jr. day mainly sunny and zero rainfall for the next seven days. our cbs 5 mobile weather lab is on the road along the coastline tonight. roberta gonzales has more on the mavericks surf contest that will take place this sunday. >> reporter: i got to tell you it is 50 degrees out here along the san mateo coast. the skies are clear, there's a bit of a breeze. it is certainly refreshing out here this evening. but it's going to be on sunday, january 20, when the weather conditions will be absolutely pristine. and that's why we have a green light for mavericks. in fact, think about it. last year, no mavericks. the year before, no mavericks. and the reason is because the conditions were not right.

but this year we are anticipating huge waves. in fact, mavericks organizer jeff clark says that they are going to be completely intense and this is what he had to say. >> when a wave hit the reef out there, it's going to explode on to the reef and the challenge that these guys are going to have it getting down the face of these waves. this is going to be very intense for these guys. they are going to be pushed to the limit. >> in fact, the waves are supposed to be so large this weekend up to 20 feet perhaps even larger that we'll have men riding mountains. this is absolutely why the national weather service has issued a high surf advisory for this weekend for this entire san mateo coastline. so again mavericks taking place this sunday january 20th. the big question is, how can we all watch, right? remember, the last time mavericks did take place was in 2010 and people were injured getting too close to the shoreline. don't get on the bluff thisser.

house ever flooding are pretty remote. >> there would have to be 4 feet above of water to even get into the house. >> reporter: so the marin county homeowner is fighting a battle over a jump in the cost of her flood insurance, something her mortgage holder requires her to have. four years ago, it cost $350. now it's $1,700, twice what one neighbor pays. >> my neighbor is paying 869. >> reporter: flood insurance rates are set by the government and based on a variety of factors including the size, age and design of your home. but the biggest factors are by far location and the property's risk of actual flooding. that's determined by the government's flood maps, surveys conducted on an ongoing basis to determine an area's flood risk. according to the latest maps, johnson's home is in a high risk area. >> the mapping is the key to the rates.

>> reporter: even though she lives near a pump station. >> she made improvements to her home to keep the water out. >> the mapping is the key to the rates. >> reporter: insurance expert and consumer advocate achemy boch says more and more homeowners are complaining that the latest maps don't take into account unique features of their property. >> there's a lot of pushback from property owners. >> reporter: and boch expects more. a new law enacted last year is phasing out government subsidies for flood insurance, something homeowners will start noticing when they renew their policies. boch predicts rates could go up 20 to 30% for some this year leaving more homeowners like johnson protected from floods but protesting their rates. >> every check i send in i go "paid unprotest." -- "paid under protests." now, fema tells us linda was actually undercharged for her insurance before the rate jumped and that her current rate is the correct rate. she is considering an appeal but it's now possible her neighbors could face a rate hike, as well. and remember, if you have a consumer complain, give us a

from a fight. he is urging congress to put politics aside and act now. cbs 5 reporter grace lee tells us he is also using the power of his office to take steps on his own. >> reporter: that's right. the president has signed 23 executive directives and he put into policy everything from researching the impacts of gun violence by the cdc to appointing anew head to the bureau of alcohol, tobacco and firearms, basically doing everything in his power that he can without congress and he says he is really doing this to prevent another sandy hook. >> he wrote i feel terrible for the parents who lost their children. i love my country. and i want everybody to be happy and safe. >> reporter: flanked by children who wrote in asking for stricter gun laws, the president announced his proposals a little more than a month after 26 people were gunned down at sandy hook elementary. >> i also believe most gun owners agree that we can respect the second amendment while keeping an irresponsible law breaking few from inflicting

harm on a massive scale. >> reporter: the president wants a ban on assault style weapons and magazines with more than 10 rounds. he believes it is necessary to stop the violence but gun rights advocates say more laws are not the answer. >> you can't legislate morality. there is no way around it. >> reporter: responsible citizens of california say the reason even with an assault weapons ban there are still other guns that will be legal that have the same capabilities. >> these assault weapons that you're referring to are encompassing the same technology that people use in the firearms that are being used for self- defense or used for hunting. >> reporter: chang did support some of the directives the president called for today. he agrees there should be stricker laws to keep guns from the mentally ill, harsher punishments for crimes involving firearms and armed police officers at schools. >> you don't want to take away the second amendment rights for law-abiding citizens who have done nothing but yet they are the ones forced to comply with

these laws because violent criminals don't obey laws. >> reporter: looks like the president has the support of most americans. ining an exclusive cbs5/surveyusa poll, 71% of people in the bay area support a ban on assault weapons. 67% support limits on how much ammunition a gun could hold. those numbers roughly match a recent national survey. reaction from congressional lawmakers lukewarm. even the children who wrote to the president seem to understand that change is really going to be a hard sell on capitol hill. >> in the letter that julia wrote me, she said, "i know that laws have to be passed by congress. but i beg you to try very hard." [ laughter ] >> julia, i will try very hard.

>> reporter: gun sales have skyrocketed in recent weeks and before the president even unveiled his proposal, the nation's most powerful gun lobby had already launched a preem -- a preemptive strike. >> are the president's kids more important than yours? >> in a move to rally gun rights supporters the nra released this online video. the president has armed secret service agents to protect his own daughter school but pushing back against the nra's call for armed security at schools. the white house called it a repugnant cowardly ad and the nra is saying the president is using children's as props as he lined them up for his executive orders. the fight is ugly. >> the ad is surely the first of many to come. >> we have no idea what's happening behind the scenes so i'm sure it's a nasty fighted. >> gun manufacturers will be lobbying, as well. >> you would know.

thank you. california lawmakers are also proposing stricter state gun laws but governor brown says any real change will have to be on the national level. >> california has very strong gun control laws. and we could always add to it. but one of the missing ingredients is the guns that come in from other states, arizona, nevada, which is just virtually free-flowing. you go to gun shows and you come across the border. so national legislation is crucial. so without endorsing individual elements, he think national rules to supplement and make more universal our own state rules very good. that's the right path. >> among the proposals already on the table in california, a ban on the so-called bullet button which allows for quick release an replacement of high- powered rifle magazines. developing news out of algeria. the united states is working to

free americans taken hostage by an al qaeda-linked militant group. two people were killed and workers from several countries are held. cbs reporter vinita nair has details. >> reporter: islamist militants have attacked and occupied a natural gas field in southern algeria. americans are among those being held hostage. defense secretary leon panetta is calling the situation serious. >> by all indications, this is a terrorist act. and the united states strongly condemns these kinds of terrorist acts. >> reporter: militants say they targeted the field because of algeria's support of france's military operation in mali against al qaeda-linked rebel groups. the united states is working diplomatic channels to free americans but the state department is not releasing specifics. >> in order to protect their safety, i'm not going to get into numbers. i'm not going to get into names. >> reporter: the state department is urging all americans in algeria to review

their security. vinita nair, cbs news. in london, flames and debris rained down on a busy road after a deadly helicopter crash. two people are dead, 13 others hurt, it happened during the morning rush hour. the helicopter crashed in a crane and spiraled to the street near one of the capital's busiest commuter on the sections. >> we just heard a loud explosion and we thought it was a terrorist attack and guys are running outside and it's a plane flown into the crane there. >> the crash killed the pilot and one person on the ground. police say it's something of a miracle there weren't more deaths and injuries. google topping the list of the best places to work. tonight, we visit another bay area company in fortune's top 10 that you probably never heard of. >> you have heard of snail mail? tonight why you'll probably see more snakes in your mailbox. not easy to find, but worth it. but with copd making it hard to breathe

[ applause ] reporter: hundreds of people crowded into the theater in san francisco to pay tribute to the year's regional jefferson award winners including the organization's cofounder sam beard. >> the 50 people we're honoring

here tonight, you are winners and so is sandra day o'connor and the point we may is you're more important to the country than the top national winners because if we ever lost the spirit of volunteering we would be a whole different country. >> reporter: five members will be recommended for national recognition. oakland's oral lee brown was honored for keeping her promise to oakland schoolchildren to fund their college educations. she told the audience her next goal is to open a boarding school for underprivileged kids. >> 95 to 90 percents of the students will graduate because any kid that is not in the classroom, mama brown will be up in the dorm. >> reporter: cathryn couch of sonoma explained how volunteers with her project has change the teenagers who learned to prepare meals for the critically ill. >> everyone teen has had someone look them in the eye thank you for helping save my

san francisco. and also 15% for san jose. a lot of snow up in the mountains but that snowpack is creeping back down to normal because the lack of moisture recently. not much will change. another cold night tonight will be below freezing for napa, fairfield at the freezing mark for concord and livermore. redwood city chilly 34 degrees. satellite-radar very easily shows you this high pressure dome because we see clouds around the periphery going clockwise way off to the west way up to our north way off to the east it's lock a bouncer not allowing any -- anything when it comes to storms to get closer to san francisco and the bay area. we will keep this high pressure dome throughout the next six or seven days which means sunshine, yes, milder temperatures, yes. and clear and chilly nights. the answer to that is yes. we'll be dry and mild all the way into next week with many of us enjoying the 60s for about five or six straight days. so chilly nights because of the clear skies and it is january. the nights are long. we'll level off the afternoons
